On March 15, the signing ceremony of the strategic cooperation agreement between the Longwan District People’s Government and Zhejiang Weiming Environment Protection Co., Ltd. was held. Zhou Yifu, Deputy Director of the Standing Committee of the Wenzhou Municipal People's Congress, Director of the Wenzhou Bay New Area Administrative Committee, and Secretary of the Longwan District Party Committee, witnessed the signing ceremony. Xiang Guangming, Chairman and President of Zhejiang Weiming Environment Protection Co., Ltd., attended the event. Vice District Mayor Chi Bangfen and Vice President Cheng Peng signed the agreement on behalf of both parties.
This strategic cooperation focuses on "AI computing empowerment and green transformation," aiming to accelerate the deep integration of artificial intelligence and the environmental protection industry through the establishment of a system comprising "one center, one laboratory, one benchmark, and multiple application scenarios." The initiative will use an AI computing center as the foundation, a joint laboratory as the driving force, model benchmarks as the guide, and application scenarios as the platform to create a new paradigm for integrating the digital and real economies.
Xiang Guangming emphasized that the collaboration between Weiming Environment Protection and Longwan District represents continuous mutual effort, trust, and cooperation. He expressed confidence that this partnership will help Weiming Environment Protection leverage AI technology to enhance the intelligence level of its environmental protection, equipment, and new materials industries, promoting sustainable development. Additionally, he hopes this project will generate a clustering effect, attracting top-tier talent and companies to drive Wenzhou’s AI industry forward and contribute to the city’s high-quality development.
。At the signing ceremony, Zhou Yifu stressed the importance of seizing the "right timing" to shape the blueprint for AI development. In recent years, Longwan District has proactively positioned itself in the emerging AI computing industry, while Weiming Environment Protection has proposed a strategic transformation from selling electricity to selling computing power, aligning closely with Longwan’s goal of becoming a computing and storage hub for southern Zhejiang, northern Fujian, and eastern Jiangxi.
He also highlighted the advantage of "geographical resources" in creating a green AI computing benchmark. With Longwan’s well-established innovation ecosystem, strong industrial foundation, and developed transportation network, the collaboration between Weiming’s green energy technology and Longwan’s industrial and scientific research resources will enhance both energy supply and computing services.
Furthermore, he emphasized the role of "human collaboration" in fostering a government-business cooperative ecosystem. Longwan District is committed to an "enterprise-first, service-oriented" approach, ensuring top-level government support, comprehensive policy packages, and full-spectrum infrastructure guarantees. With the utmost sincerity, optimal services, and the strongest safeguards, the district will fully support the swift implementation and success of Weiming Environment Protection’s new projects.
This collaboration to jointly build the intelligent computing center marks a milestone in promoting green industry upgrading for both parties, signaling a new phase of "government-industry-academia-research-application" collaborative innovation. Longwan District will consistently uphold the development philosophy of "innovation-driven, open and inclusive," and make every effort to create the best business environment, providing full-cycle service support for the project's implementation.
